The City Learning Centre seeks to promote and develop new and creative ways of learning  The building provides a range of services to the local community including schools and businesses, focussed on IT education and related facilities. The centre also facilitates local, regional and national initiatives and training for school improvement.  ​

The accommodation includes a learning resource centre, a TV studio, a range of meeting and training rooms, a large auditorium, private dining facilities and administrative areas.

The centre is the home of CLC Media, the preferred supplier of Video and DVD media, graphic design and photography to Blackpool Borough Council.  The training accommodation is arranged within two arms accessed from a circular central entrance drum highlighted externally by the use of bold colour. Internally the drum is a tall, light, airy and welcoming space which acts as a circulation hub giving access to all facilities including a multi-function space / internet cafe.  The two arms of the building enclose a generous garden area accessed from the multi-function space.
